UPDATE: Tried starting in Safe Mode Command Prompt and NOT starting explorer.exe. went to C:\Program Files\ZAR and ran ZAR.exe. With default settings (reset per another post) it got to
"Elapsed Time: 1m 29s"
"Filesystem type: Not known yet"
"Raw scan: Quick Mode prescan (0%)"
"Located 9 files in 0 directories"
It actually also had changed the first block from white to GREEN!!!!!!!
then it froze up.
It seems to still be accessing the hard drive, however, because the P/S fan is lower in tone just like it was while disk was being accessed, and I hear the heads churning on the drive as if it were seeking data.
I will leave it alone for a few hours, but I suspect that it will not come back.
================================================== ===========
The MBR and the MFT "Seem" to be OK (TestDisk believes), however when running ZAR to try to recover the data it freezes the PC after 50 seconds. It believes that the drive is RAW. The drive I am trying to retrieve is a 232 GB NTFS boot drive. Had been messed up when a password reset program overwrote SOMETHING on the drive when I stupidly opted to have it write to disk. (Son had been locked out of his PC). So now the main drive cannot be accessed by Windows/DOS without getting a "File or file system error". Stellar Information Systems had come back with the list of files (in their free trial) but required it to be purchased before I could recover anything.
Actually, until I tried some settings that another user's thread had mentioned, ZAR never came back with any elapsed time - it just sat there with blanks. (Timeout to 200 ms, Skip Factor = 32, and unchecking "Avoid repeated retries")
Was running ZAR with PC in safe mode. Problem with the drive is, since Windows can no longer recognize it, I cannot check for bad sectors, etc. I cannot slave the drive to another PC because it is an SATA drive, and my other motherboards are all EIDE (and the one working drive on the "damaged" PC is also EIDE).

If you just boot into Windows, does Windows start up normally?
If you disable a Quick scan option in ZAR,
On the first screen click "Advanced Configuration"
In there, under "Common filesystem analysis"
Change "Quick Scan" from "Automatic" to "Disabled"
Click OK to close config
Does this help?

New info: The motherboard/CPU are 64 bit but am running Windows XP 32 bit. The drive I am trying to recover is an SATA, but the drive now booting from is an EIDE (PATA).
==========================
Using the backup drive as the primary, I cannot boot into Windows without re-initializing it with microsoft. That is why I was using Safe Mode.
The primary drive that is the one with errors will neither boot nor even be recognized as a slave.
I made the change you recommended and it got me all the way to 1m 33s before locking the system video. By the way, each time it shows "121 MB per map block"
I really don't want to purchase "Stellar Information Systems" SW if I do not have to. It still recognizes all of the files after its quick scan but I don't know what it is looking at to be different.

I do not really see how this can be. If it is not possible to try on a different machine, then there is nothing I can suggest. Kind of puzzling but I do not see how we can investigate it remotely (without the actual equipment).

I got an SATA controller card to run it on a different PC which has no SATA (only a PCI bus), 32 bit processor/mobo, and an activated version of Windows XP. I must have been brain dead to not remember such a rudimentary thing.... vs "gee, I can't move the drive". Guess what! It WORKS!!!!
Both your Software and your tech support are AWESOME!
Thanks for your patience!
