Blue screen error 0X00000024

Hi,
I am having the Blue screen error 0X00000024 when I start the windows. Unable to logon or get to c prompt or safe mode. Use the system disk and tried chkdsk /r command. But still not working. Have important photos in the computer. How do I recover before re-install the windows again. Can I recover from the above blue screen error.

Get the hard drive out of the computer.
Attach the hard drive to another, well-working computer.
In this configuration, copy all the files you need.
Then, return the drive back to the original computer.
After this, re-install Windows.
